Account Events — new PENDING_SETTLEMENT and PENDING_CANCEL order states

The state field of the order update event may now return PENDING_SETTLEMENT and PENDING_CANCEL
PENDING_SETTLEMENT: the matching has already occurred and the order is awaiting the exchange of funds. A FILLED or PARTIALLY_FILLED state follows once the funds are exchanged
PENDING_CANCEL: the cancellation was accepted and the order is awaiting the release of funds. A terminal state (CANCELED or PARTIALLY_CANCELED) follows once the funds are released
Both states are transient: an order never stops at them, and the next state always arrives in a following event. Clients that treat an unrecognized state as a final result must review this handling
